Kristin McGivern has joined NYSCAA as the Program Director after a notable career serving community action at the Commission on Economic Opportunity for the Greater Capital Region, Inc. (CEO). Kristin began her community action career in 2003, purposefully serving families as a Head Start Family Development Specialist. Along her journey, she Co-Chaired the Capital Region WIC Walk of 2004 and expanded the Rensselaer County WIC Program as a WIC Coordinator. As an Early Childhood Services Division Director, she expanded Head Start and Universal PreK (UPK), increasing access in urban areas and bringing vital early childhood education and family supports into underserved rural communities. Kristin cultivated collaborative community efforts and encouraged maximizing early childhood education resources across Rensselaer County, NY. Through the growth of Early Head Start programming, a gap in infant and toddler care needs was filled. She significantly enhanced program content areas, leading an Early Childhood Services team of professionals to achieve 100% compliance with 1400 performance standards during a 2006 Federal PRISM Review. As a Director of Program Operations, Kristin secured vital funding and collaborative community contracts to support the continuation of the YouthBuild program. She helped chart a path for a Family Health Worker professional certification while spearheading a Family Health Worker pilot program that increased Medicaid recipients' access to health care. Kristin fostered the growth and development of 30+ agency leaders in interactive, customized monthly Leadership sessions. As the first Chief Compliance and Quality Assurance Officer at CEO, Kristin designed and instituted universal best practices and led quality assurance and capacity-building initiatives. Her contributions rendered agency values, an agency policy and procedure development manual, a universal customer Code of Conduct support and accountability procedure; contracts and grants management systems; whistleblower and conflict of interest checks and balances; risk management, quality assurance, and governance monitoring, auditing, reporting, and improvement accountability practices. Kristin participated in the CAA network ROMA pilot project in 2017. She was among the first Community Action professionals awarded the Nationally Certified ROMA Implementer certification, shaping the future NCRI portfolio process. Kristin is excited to join the NYSCAA team and looks forward to serving and supporting the Community Action Network.
