Strategic Plan Consultant and Facilitator

NYSCAA is seeking proposals from qualified consultants to support the development of its next Strategic Plan, including stakeholder engagement, retreat facilitation, and final plan development.

About NYSCAA

The New York State Community Action Association (NYSCAA) was created in 1987 to support New York State Community Action Agencies with information, professional development, and technical assistance to enhance their capacity to serve as effective community resources.

NYSCAA strengthens the capacity of the Community Action Network to address the causes and conditions of poverty. For more than 50 years, New York's Community Action Agencies have served as a proven local, grassroots, federally designated network of anti-poverty agencies.

Purpose of the RFP

NYSCAA is requesting proposals from consultants to assist with its strategic planning process. Consultants are asked to provide quotes for both options below.

Option I: Full-Service Support

  • Design a network survey
  • Develop interview questions
  • Conduct stakeholder and staff interviews
  • Review and aggregate survey/interview data
  • Facilitate a board/staff retreat
  • Draft and finalize the strategic plan

Option II: Facilitation + Plan Development

  • Review data provided by NYSCAA
  • Aggregate survey and interview findings
  • Facilitate a board/staff retreat
  • Draft the strategic plan
  • Incorporate committee feedback
  • Finalize the plan for board review

Key Timeline

Board/Staff Retreat September/October 2026
Draft Strategic Plan Due November 6, 2026
Committee Review November 20, 2026
Final Strategic Plan Due December 1, 2026
The final strategic plan should include NYSCAA background and current activities, planning process/methodology, priorities, objectives, and operational/action steps.

Application Requirements

Interested consultants or organizations should submit the following:

  • Name of consultant or applying organization
  • Address and contact information
  • Qualifications and prior experience, especially nonprofit strategic planning
  • Facilitation experience
  • Experience working with associations, if applicable
  • Sample consultant-developed strategic plan or outline
  • Quotes for both Option I and Option II
  • Three references
  • Resume, if helpful

Personal Achievement

Recognized a current or former Community Action participant or customer who achieved significant personal accomplishments. This award honored perseverance, personal growth, positive influence, appreciation, and dedication to helping themselves and others. This award was not intended for staff persons.

Recognized an existing employee of the Community Action network whose leadership positively and significantly impacted a specific community, agency, program, or the network at large while promoting greater economic opportunity for children and families.
